no, the lights always look like stars in a long exposure, check the camera settings next to the shot:

lange belichtung und mit photoshop den himmel und das rad so bearbeitet, das der himmel besser rauskommt...aber das original ist schon extrem blau. meine kollegin hat das selbe mit der nikon fotografiert, das ergebnis mit dem rad war besser aber der himmel weniger blau [link]
